SUBJECT:  Florida Department of Environmental Protection (FDEP) – Florida Recreation Development Assistance Program (FRDAP) Grant Application for Spray/Splash Park Phase II at the Hal Brady Recreation Complex

RECOMMENDED ACTION:

Authorize the Mayor to execute the grant application to the FDEP under its FRDAP FY 2016/2017 cycle for an addition to the Spray/Splash Park at the Hal Brady Recreation Complex.

 

Summary

In mid-July, the FDEP announced a special FRDAP cycle for the FY 2016-17 FRDAP Unique Abilities Grant.  The City proposes to submit a grant application under the Development category for proposed improvements at the Hal Brady Recreation Complex.    The total project cost is $150,000, and if funding is awarded, the FDEP would provide $112,500 (75%) and the City would provide $37,500 (25%).  The proposed project is comprised of one primary element:  a Phase II addition to the Spray/Splash Park that will include the Principles of Universal Design to accommodate individuals with unique abilities.  The project is listed in the Capital Improvement Program (CIP) for 2017/2018, as well as the Capital Improvements Element of the Comprehensive Plan.  To acquire additional grant points, a public meeting for the sole purpose of obtaining public input on the proposed project was held on August 9, 2016 at 6:00 p.m.  

 

In order to meet the required submission date, the Mayor’s signature was obtained prior to this meeting so that the original grant application could be submitted to FDEP.  Tonight’s action will ratify submission of the application.

 

The Parks & Recreation Advisory Board voted 4-0 during its meeting on Aug. 15, 2016 to support the City making application to the FRDAP.
