MEETING DATE:  9/12/2016

SUBJECT:  Ordinance 16-16; Second Reading, Amending Code Section 38-178 Relating to Interconnection and Net Metering of Customer-Owned Renewable Generation Systems

PREPARED BY:  Adam Boukari, Assistant City Manager

RECOMMENDED ACTION:

Adopt Ordinance 16-16 on Second and Final Reading

Summary

The City Commission established a net metering and interconnection policy on Oct. 24, 2011 relating to customer-owned renewable generation systems.  The policy was codified in the City Code as Section 38-178.  As renewable generation systems continue to advance and interest in such systems increases, staff has evaluated amendments to the Code to ensure the City continues to promote the development of renewable energy resources.

Ordinance 16-16 proposes amendments to increase the maximum allowable output of interconnection to 1,500 kW (previously 100 kW).  Furthermore, the proposed ordinance amends the application fees and establishes a monthly service charge of $20 for customers who are interconnected.  Other minor amendments are included to clarify language and maintain consistency with the industry.

The City Commission approved Ordinance 16-16 on first reading on Aug. 22, 2016 by a 4-1 vote.
