Summary The City Collective Bargaining Team of Compliance and Risk Management Director G.B. Wilson, Police Chief Chad Scott and H.R. Manager Casandra Sanjurjo held the first FY 2016-17 Bargaining Session with FOP team members Leah Hayes, and APD Officer Chad Howell on September 15, 2016. The City submitted numerous housekeeping proposals and extensive modifications of Article 26-Wages. A 2% COLA, Longevity Pay for all bargaining unit members, and a Classification and Compensation change for Communication Operators were proposed and accepted.
The City proposed minor language changes included to Articles 11-Internal Investigations, 13-Discipline Rules and Regulations, 17 Educational, 18 Workers Compensation, 19 Insurance, 20-Equipment, 22-Annual Leave, 25 Bereavement Leave, 34-Contract, Format and Term all were accepted.
The FOP presented one proposal designed to create a classification of "Training Officer" that included a request for added compensation. The proposal was withdrawn after discussion.
All city proposals, after the Article 26 "Longevity Pay" language was modified, were accepted and the contract was approved by both the City Administration and the FOP. Both approvals were subject to Ratification by, first, the APD Bargaining Unit and, second, by the City Commission.
The contract provisions and cost are contemplated and set forth in the budget now before the City Commission.
The Bargaining Unit Ratified the Contract on September 19, 2016 by unanimous vote of those voting. The Contract, executed by both the Bargaining Unit and the City Manager, is presented to the City Commission with a recommendation for Ratification.
