SUBJECT:  Second Public Hearing – Small Cities Community Development Block Grant (CDBG) Program Federal Fiscal Year (FFY) 2016 Grant Cycle

RECOMMENDED ACTION:

(1) Conduct the Second Public Hearing; (2) Motion to submit the FFY 2016 Small Cities Community Development Block Grant Neighborhood Revitalization category application to the Florida Department of Economic Opportunity; and (3) Motion to adopt Resolution 17-07 authorizing signature of the necessary application documents.

 

Summary

At the January 13, 2017 Commission Meeting, the Commission conducted the first of two required public hearings to determine the type of grant application that the City is projected to be submitted to the Department of Economic Opportunity (DEO) for the FFY 2016 cycle.  The City is eligible to receive up to $700,000 under this funding cycle.

City staff recommends the City apply to the Florida Department of Economic Opportunity (DEO) for a FFY 2016 Small Cities Community Development Block Grant (CDBG) of $700,000 in the Neighborhood Revitalization Category. The activities, dollar amounts and estimated percentage benefit to low-and-moderate-income persons are as follows:

The City will mill and repave approximately 12,000 LF of existing streets and approximately 6,700 LF of sidewalks.  The City does not expect that anyone will be displaced as a result of CDBG-funded activities.

ADDITIONAL FINANCIAL INFORMATION:Funding provided through CDBG funds in the amount of $700,000.  If approved by the State, the City will be required to submit $50,000 as leverage funds (see companion item).
