MEETING DATE:  11/24/2014

SUBJECT:  Youth Advisory Council Appointments

PREPARED BY:  Melanie Westmoreland, Assistant Deputy City Clerk

RECOMMENDED ACTION:

Appoint Lindsey O'Ferrell and Kiler Melvin to the Youth Advisory Council to fill two (2) vacated seats with terms beginning Nov. 24, 2014 and expiring May 6, 2017.

Summary

Section 2-962 of the City of Alachua Code of Ordinances requires that the voting members of the Youth Advisory Council shall be appointed by the City Commission.

With graduation in May 2014 the Youth Advisory Council was left with four (4) vacancies on its five-member voting board. The City advertised for applications for the Council in Alachua County Today May 29 and June 5, 2014. Notice of the vacancies was also posted on community bulletin boards and the City's website. The City also extended the dealine in order to receive more applications.

On June 23, 2014 the City Commission appointed applicant's Houston Brewer and Malcolm Dixon to fill two (2) of the vacancies on the voting council in order for the Youth Advisory Council to continue to meet and to have a quorum until the other two (2) vacancies were filled.

On October 27, 2014 the City Commission passed Ordinance 15-01 amending the residency and enrollment requirements of Section 2-962 of the City of Alachua Code of Ordinances subsequently qualifying further applicants. The following two (2) applicants are available for appointment:

Lindsey O'Ferrell

Kiler Melvin

Section 2-962 of the City of Alachua Code stipulates that the appointment of voting members of the Youth Advisory Council shall be for a two-year term. The present three (3) members of the Youth Advisory Council are a senior, a junior, and a sophomore with terms that will end (with graduation) or expire at the end of their first term in May, 2016.

The addition of these two (2) applicants, who are both freshmen, would provide a continuity of experience and leadership to the YAC as they will still have two years of eligibility remaining after the expiration of their first two-year terms in 2016.

It is recommended these two applicants be appointed to fill the remaining two (2) vacancies on the Youth Advisory Council.

All applicants have been contacted regarding their potential appointment and have been notified of their option to be present should you desire they speak to this appointment.
