Summary This application is a request by Daniel Young, P.E., of Causseaux, Hewett, & Walpole, Inc., agent for NANO ADM, LLC., applicant and property owner, for revisions to the approved Site Plan for the Nanotherapeutics Advanced Development and Manufacturing (ADM) Facility. The proposed site revisions are summarized as follows:
- The existing concrete area (southwest corner of the project site) has been shown to remain for the placement of two future maintenance buildings (proposed buildings shall each be ±4,000 square feet.) A driveway apron and utility services have also been provided from Nano Court to support the future maintenance buildings.
- Modifications to the approved landscape plan which result in a reduction of overall landscaping materials (proposed landscaping complies with Section 6.2.2 of the City’s Land Development Regulations.)
- A dumpster enclosure has been provided against the rear of the building (southwest corner.)
- A loading ramp and additional loading space were added to the rear of the building.
- The main entrance was enlarged to accommodate the turnaround of larger vehicles.
- Due to the additions of the two maintenance buildings, the fencing in the southeastern portion of the project site has been revised.
- Other miscellaneous revisions include: adding generator pad details, sanitary sewer invert revisions, post indicator valve relocation, adding emergency drainage inlets to maintenance yard, and detail of the maintenance yard gravel.
- All building elevations, landscaping, photometric, electrical and telecommunication plans have all been revised accordingly.
The site plan for the Nanotherapeutics ADM Facility was approved by the City Commission on September 23, 2013, and the facility is currently under construction. This site plan required approval by the City Commission, since the main building on the site is greater than 80,000 square feet in area.
Many of the proposed revisions are considered minor modifications to the approved site plan. Such revisions may be approved administratively pursuant to Section 2.4.9(H) of the City’s Land Development Regulations (LDRs.) The two (2) proposed maintenance buildings and the retention of the existing concrete area, which was previously proposed for removal, however, are not considered minor modifications to the approved site plan. These modifications require approval by the Planning & Zoning Board (PZB) pursuant to Section 2.4.9(D)(2) of the City’s LDRs. Since these revisions require approval by the PZB, all proposed site revisions, including those which may be approved administratively, are shown on the revised site plan.
The subject property is ±28.07 acres in area and is located within Copeland Park, west of NW 126th Terrace and south of County Road 2054 (Rachael Boulevard.) Access to the subject property is provided by connection to NW Nano Court, which connects to NW 126th Terrace. Existing development within Copeland Industrial Park is located to the north.
The development and the proposed maintenance building compound will convey stormwater runoff to an existing stormwater basin located east of the subject property. The existing stormwater basin was designed to accommodate the development of the subject property, and the proposed development will comply with the conditions of the approved Environmental Resource Permit issued by Suwannee River Water Management District. | | |
