SUBJECT:  Resolution 15-22 Relating to the Levy of General City Purpose Ad Valorem Taxes for the 2015 Tax Year and Resolution 15-23 Relating to its Budget for the 2015-2016 Fiscal Year

RECOMMENDED ACTION:

1) Conduct Public Hearing and 2) Adopt Resolutions 15-22 and 15-23 and Authorize the Mayor's signature.

 

Summary

The City of Alachua Commission must hold a Public Hearing on the City's Fiscal Year 2015-2016 Proposed Millage Rate and Proposed Budget as required by Florida Statutes, Chapters 129 and 200 and as advertised in the Truth-In-Millage (TRIM) Notices distributed by the Alachua County Property Appraiser's Office.

 

This evening we will take a number of actions related to the adoption of millage rates and proposed budgets.  The Final Public Hearing on these matters will be held on Monday, September 28, 2015 at 6:30 p.m. in this same location, Alachua City Hall Commission Chambers.

 

The General Fund rolled back rate is 5.5290 mills with the proposed millage being 5.9900 mills.  The proposed millage rate is more than the rolled back rate by 8.34%.

 

In August 2015, the City Manager presented the Proposed Budgets of the major fund types.  This budget was built based on a millage rate of 5.9900. The Proposed Budget totals $36,169,311 which is a $2,184,028 decrease from the FY 2015 Amended Budget.

 

In order to enact this proposed millage rate, a majority vote must be passed by the full Commission at the final public hearing on the budget.  By adopting these resolutions tonight, the Commission authorizes and directs the City Manager to prepare and publish all necessary and required notices prior to the hearing established herein, and to provide copies of these resolutions to all parties as may be required by applicable law.
