Summary The City Commission authorized $102,281.00 in the 2016 FY APD budget to upgrade the APD communications system to meet present and future needs. The equipment and operating software to be purchased, in order to function with existing City and GRUCom hardware and software, is available only (Sole Source) from Motorola Solutions, Inc. The purchase price is established by "piggy back" application of the Broward County Sheriff's Office contract pricing as authorized and provided in Section 1.03 A 4 b of the COA Purchasing and Sales Policy and Regulations.
The total price of the hardware, software and installation (including connection to the GRUCom countywide system) is $281,057.47. However, Internal Revenue Code Section (IRC) 149 (e) provides that the amount may be paid, as set forth in the Equipment Lease-Purchase Agreement, in the three equal installments of $93,685.82 in this and the next two budget years. The structure of the Lease-Purchase Agreement and IRC Section 149 (e) provide that each payment must be authorized in each budget year and is, therefore, charged each year as opposed to the total entered in year one. | | |
