Summary The City of Alachua Commission adopted the FY 2016 Strategic Plan on Sept. 14, 2016, which includes Strategic Initiative 2.1 - Construct a multipurpose facility that focuses on the needs of the community. The City of Alachua worked with the design team of Paul Stresing Associates to design the facility. On March 1, 2016, the City issued RFB 2016-03 and RFB 2016-04 for the construction of the facility. RFB 2016-03 relates to the sitework components and RFB 2016-04 relates to the building components.
The City received seven (7) bids for RFB 2016-03 and six (6) bids for RFB 2016-04 by the March 31, 2016 due date.

As part of RFB 2016-03 and RFB 2016-04, there were multiple alternates that were bid as well, including park pavilions, athletic accessories, acoustical panels and flooring enhancements. RFB 2016-04 also included deductive alternates relating to the lobby roof, wall material substitutions, equipment screening and flooring substitutions.
The City performed due diligence in its evaluation of all bids and bidders consistent with the bid documents and applicable laws and policies. The City also consulted with its design team in the evaluation of the bids (attached).
Staff recommends no alternates be awarded and no deductive alternates be accepted. Staff recommends the award of RFB 2016-03 and RFB 2016-04 to Scherer Construction of North Florida, LLC as the bids that are in the best interest of the project, the lowest, responsive and responsible. The financial breakdown of the award is as follows:
