The City of Alachua provides for the collection of residential solid waste via contract with Waste Pro of Florida, Inc. (Waste Pro). The City established a monthly service charge for all single family residential units for this service. The purpose of the monthly service charge is to cover the costs of billing, contract administration, collecting, handling, hauling and disposal of trash, garbage and the processing of recyclable materials.
The current monthly uniform service charge of $18.60 for each single-family residence or each living unit was established by City Ordinance 17-06 in 2016 and is provided for in the current contract. The current contract expires September 30, 2022. The existing Waste Pro contract provides for one final extension of four years and, at that point, a solicitation of bids or other competitive process will be initiated to select the contractor to provide for the solid waste services required by the City Code.
A copy of the Fourth Amendment to amend and extend the current City solid waste contract with Waste Pro is attached and will be presented to this Commission as an Agenda Item upon and after approval of this Ordinance 22-23 on second and final reading at the next regularly scheduled City Commission meeting on September 12, 2022.
City staff finds and recommends that the factors set forth in the ordinance here proposed require a service charge increase to $25.60 effective 10-01-2022.The recommended monthly service charge is below the cost of similar contracts bid and awarded in 2022 as shown on the attached schedule and further supported by the attached CPI Schedule, $5.oo per ton tipping fee increase by Alachua County and the list of representative cost comparisons produced by Waste Pro during negotiations.
