SUBJECT:  Site Plan - Vystar Credit Union: A request by Harry Newkirk, P.E., of Newkirk Engineering, Inc., agent for Vystar Credit Union, property owner and applicant, for consideration of a Site Plan for the construction of a ±4,000 square foot financial institution on a ±2.04 acre subject property. Tax Parcel No. 03053-001-006 (Quasi-Judicial)

RECOMMENDED ACTION:

Based upon the competent substantial evidence presented at this hearing, the presentation before this Board, and Staff’s recommendation, this Board finds the application to be consistent with the City of Alachua Comprehensive Plan and in compliance with the Land Development Regulations and approves the Site Plan, subject to the five (5) conditions provided in Exhibit “A” and on page 21 of the August 8, 2017 Staff Report to the Planning & Zoning Board.

 

Summary

The proposed site plan is a request by Harry Newkirk, P.E., of Newkirk Engineering, Inc.,  agent for Vystar Credit Union, applicant and property owner, for the construction of a ±4,000 square foot financial institution with employee and visitor parking, storm water management facility improvements, paving, grading, and associated utility infrastructure.

 

The subject property is ±2.04 acres in area and is located south of Alachua MarketPlace (Publix) Shopping Plaza, east of Santa Fe High School, north of US HWY 441, and west of RaceWay Gas Station. Access to the subject property would be provided primarily by two (2) ingress/egress drives connecting to an ingress/ egress easement over the Publix Supermarkets Inc property (Parcel No. 03053-001-004). An additional interconnection with the adjacent Publix Supermarkets Inc property is provided through the north of the parcel.

 

Stormwater will be conveyed to two ponds (one new and one pond to be modified). The applicants has provided evidence that an Environmental Resource Permit (ERP) has been issued by the Suwannee River Water Management District (Permit Number ERP-001-221992-4).
