Summary The City Collective Bargaining Team consists of Compliance and Risk Management Director G.B. Wilson, Police Chief Chad Scott and Human Resources Manager Casandra Sanjurjo. The first FY 2017-18 Bargaining Session with FOP team members Leah Hayes (Bargaining Agent), and APD Officer Chad Howell (Unit Representative) met on Aug. 23, 2017. Assistant City Manager, Adam Boukari, substituted for Mr Wilson for the first Session
and Mr Wilson returned for the second and final session held Sept. 5, 2017.
City proposals included extensive modifications of Article 26-Wages, a 2% COLA and Longevity Pay for all bargaining unit members.
City also proposed minor language changes to Articles 13-Discipline Rules and Regulations, 17- Educational Assistance, 18- Workers Compensation, 26- Wages, 30- Promotional Examination Process, 34-Contract Format, Term of Agreement and Date to Open were all accepted.
The FOP presented one proposal to create a classification of "Field Training Officer" (FTO) that included a request for added compensation.The added compensation sought is in place at GPD and ASO. The FOP proposal requested that hours worked as a FTO during regularly scheduled duty (training and certification accomplished on paid City time and at City expense) be compensated at an extra $1.00 per hour. The training program is a state mandated schedule and, at the FOP proposed rate, would result in $480 of added compensation, per Trainee. The City counter proposal, of fixed compensation yielding $300 per full training schedule, was accepted. Further, Articles 26 and 30, as related specifically to promotion to Police Officer III and Sergeant, were amended to add FTO certification as a requirement. The City counter proposal was accepted.
The contract was approved by both the City Administration and the FOP. Both approvals were subject to Ratification by, first, the APD Bargaining Unit and, second, by the City Commission.
The Bargaining Unit Ratified the Contract on Sept. 14, 2017 with 18 members voting, 15 yes and 3 no. The Contract, executed by both the Bargaining Unit and the City Manager, is presented to the City Commission with a recommendation for Ratification.
The contract provisions and cost are contemplated and set forth in the tentative budget now before the City Commission. | | |
