SUBJECT:  Resolution 18-13: Resolution of the City Commission of the City of Alachua, Florida, Adopting the necessary policies for the City Community Development Block Grant (CDBG) program; Providing an effective date, and for other purposes.

RECOMMENDED ACTION:

Adopt Resolution 18-13.

 

Summary

The Community Development Block Grant Program (CDBG) is a federal grant program that provides funding for community development needs.  In Fiscal Year 2016-2017, the City of Alachua applied for Federal Fiscal Year (FFY) 16 funding in both the Neighborhood Revitalization and the Economic Development CDBG programs.  These funds are awarded and administered by the State of Florida Department of Economic Opportunity (DEO).

 

At present, the City of Alachua has an executed agreement for the CDBG-Neighborhood Revitalization grant and is awaiting official award of the CDBG-Economic Development grant.  Since CDBG grants rely on federal funding, part of the requirements include the adoption of certain federal government policies.  The policies to be adopted are:

 

A) Community Development Block Grant (CDBG) Program Procurement policy (including the Minority and Women Owned Business enterprise (M/WBE) Policy);

 

B) Community Development Block Grant (CDBG) Antidisplacement and Relocation Policy; and,

 

C) Policy of Prohibition of Use of Excessive Force.
