Summary On June 13, 2016 Duration Builders, Inc. entered into a Subdividers Agreement with the City of Alachua which provides, among other things, the requirements for the construction of infrastructure for a project known as Heritage Oaks Phase II. This infrastructure was completed in accordance with the Subdividers Agreement and the City’s Land Development Regulations on Feb. 16, 2017. The one-year maintenance period has expired and any items in need of repair have been completed by Duration Builders, Inc.
The initial estimate for the value of the infrastructure was $1,206,608.73 as certified probable costs by Causseaux, Hewett & Walpole, Inc. The value of the completed infrastructure as of the date of acceptance will be provided at this meeting, which is to be placed on the City's asset lists.
City of Alachua Code of Ordinances 7.8.1(B), related to subdivisions, requires the express acceptance of maintenance of infrastructure to be effectuated by specific action of the City Commission. This item provides for such action.
The proposed infrastructure for the City to accept includes the Heritage Oaks Phase II water system, wastewater system, electric system, roadways, and stormwater conveyance system. The City is not accepting the sidewalks (which are to be completed throughout the construction of homes and proposed for acceptance at a later date) or the stormwater management facility (SMF#1). The SMF#1 is to be privately maintained in perpetuity.
Pursuant to paragraph 8(d) of the Subdividers Agreement, Duration Builders, Inc. provided the City $120,660.87 as the maintenance surety. Since the maintenance period has expired and all repairs have been completed, these funds are to be returned to Duration Builders, Inc. | | |
