Summary The proposed site plan is a request by Chris Gmuer, P.E., of Gmuer Engineering, LLC., applicant and agent for Circle K Stores, Inc., property owner, for the construction of a ±681 square foot drive through restaurant with employee parking, storm water management facility improvements, paving, grading, landscaping and associated utility infrastructure.
The subject property is ±1.03 acres in area and is located south of Santa Fe High School and NW US Highway 441, east of NW 173rd Street (CR 235A) and north of NW 162nd Lane. Access to the subject property would be provided by two (2) ingress/egress drives, one connecting to US Highway 441 and one connecting to NW 162nd Lane.
The proposed development will convey the development’s stormwater runoff to two (2) proposed stormwater basins located to the south and east of the structure and parking lot on the subject property. The applicant has indicated that, if the application is approved, an application for self-certification of environmental resource permit will be submitted to the Suwannee River Water Management District.
The proposed driveway connection to US Highway 441 requires review and permitting by the Florida Department of Transportation (FDOT). The applicant has indicated that a permit application has been submitted to this agency and is currently under review. The driveway connection to NW 162nd Lane is permitted through the City of Alachua, however, the required improvements to the intersection of NW 16nd Lane and CR 235A require a right-of-way permit through Alachua County Public Works. The applicant has indicated that this permit application has been submitted to this agency, and is currently under review. Given the site geometry and location at a major intersection (US Highway 441 and CR 235A), City staff contracted with Volkert Engineering to review proposed traffic circulation on site, and the connections to adjacent roadways. Based on Volkert Engineering review, modifications were made to the Site Plan and the comments were adequately addressed. The applicant has also provided a cross-access easement to the vacant parcel located to the east. | | |
