SUBJECT:  RFP 2018-02 Engineering Services for Expansion of City Existing Electrical Infrastructure Award

RECOMMENDED ACTION:

1)  Accept the recommended rankings of the Selection Committee with the top three (3) ranked proposals being:  (1) Jacobs, (2) Burns McDonnell and (3) Leidos Engineering.

2)  Authorize Staff to move forward with negotiations to enter into a contract with Jacobs.  Should negotiations fail, allow Staff to move forward with negotiations with the second and third ranked firms, if necessary.

3)  Upon agreed negotiations, authorize the City Manager to enter into a contract to provide Engineering Services for Expansion of City Existing Electrical Infrastructure in an amount not to exceed $300,000.

Summary

On June 18, 2018 the City solicited formal proposals from qualified vendors to provide engineering services to assist in the expansion of the City electric system.

The City received eight (8) proposals in response to RFP 2018-02.  Seven (7) of the proposals were deemed responsive.  The qualified proposals received were Burns McDonnell, Worley Parsons, Leidos Engineering, Power Services, Patterson and Dewar, Jacobs and Fred Wilson & Associates.

Selection Committee members reviewed, evaluated and scored the proposals.  The Selection Committee met, discussed and ranked the proposals as follows:  First Ranked - Jacobs, Second Ranked - Burns McDonnell and Third Ranked - Leidos Engineering.

Staff recommends to enter into negotiations with Jacobs as the First Ranked Proposal.
