SUBJECT:  Ordinance 19-10, Second Reading; Small Scale Comprehensive Plan Amendment: A request by North Florida Water Systems, Inc., property owner, to amend the Future Land Use Map (FLUM) Designation from Agriculture (Alachua County) to Agriculture on a ±1.30 acre subject property. Consisting of Tax Parcel Number 03046-004-000 (Legislative Hearing)

RECOMMENDED ACTION:

Based upon the presentation before the Commission, the recommendation from the Planning and Zoning Board, and Staff's recommendation, adopt Ordinance 19-10 on second and final reading. 

 

Summary

The proposed Small Scale Comprehensive Plan Amendment (SSCPA) is a request by North Florida Water Systems Inc., property owner, for the consideration of a Small Scale Comprehensive Plan Amendment (SSCPA) to the City of Alachua Future Land Use Map (FLUM), to amend the FLUM of the subject property from Rural/Agriculture (County) to Agriculture on a ± 1.30 acre subject property (Tax Parcel No. 03046-004-000). The subject property is located at 16539 NW US Highway 441.  No principal use or structure is located on the property, but there is one 240 ft2 storage shed on the property.

 

The subject property was annexed through Ordinance 18-13 (adopted July 23, 2018) and is a part of a group of annexations for which the application fee to be annexed had been waived (Resolutions 17-11 and 17-19).  Through Resolution 18-03, the City Commission had also waived application fees for Comprehensive Plan Amendment and Rezoning applications for those properties annexed through the fee waiver resolution.

 

The subject property presently has a Rural/Agriculture (County) FLUM Designation. The proposed amendment would change the FLUM Designation to Agriculture. The Agriculture FLUM Designation permits a density of .20 dwelling units per acre (a maximum of 1 dwelling unit for the subject property); the Rural/Agriculture (County) Land Use permits .2 dwelling units per acre (a maximum of 1 dwelling unit for the subject property).

 

At the December 11, 2018 Planning and Zoning Board hearing, the Board voted 5-0 in favor of forwarding this application to the City Commission with a recommendation to approve. 

 

At the January 14, 2019 City Commission hearing, the Commission voted 5-0 in favor of adopting Ordinance 19-10 on first reading and scheduled second and final reading for January 24, 2019.
