SUBJECT:  RFB 2019-05 Alachua West Utility Infrastructure Improvements Award

RECOMMENDED ACTION:

1)  Authorize the City Manager to enter into a contract with Miller Pipeline to provide construction services for the Alachua West Utility Infrastructure Improvements Base Bid and Alternates 1-5 consistent with RFB 2019-05 in an amount not to exceed $3,812,172.10.

 

Summary

On January 28, 2019, the City solicited formal bids from qualified vendors to furnish all necessary equipment, supervision, labor, materials and incidentals to complete the Alachua West Utility Infrastructures Project.

 

The project advances the City Commission's Strategic Plan Initiatives 1.1 and 1.2, to address critical bottlenecking issues in the water and wastewater infrastructure.

 

The City received three (3) bids in response to RFB 2019-05.  Qualified bids were received from :

 

Miller Pipeline in the amount of $1,513,041.70 Base Bid, Alternate 1 - $235,036.90, Alternate 2 - $897,806.50, Alternate 3 - $490,720.00; Alternate 4 - $231,950.00, Alternate 5 - $443,617.00.

 

Art Walker Construction in the amount of $1,728,205.33 - Base Bid, Alternate 1 - $784,414.32, Alternate 2 - $1,008,456.93, Alternate 3 - $734,519.93, Alternate 4 - $246,313.00, Alternate 5 - $649,313.00.

 

W.G. Johnson and Son, Inc. in the amount of $1,913,573.97 - Base Bid, Alternate 1 - $694,986.55, Alternate 2 - $1,015,519.75, Alternate 3 - $626,412.38, Alternate 4 - No Bid, Alternate 5 - $715,959.80.

 

Staff recommends awarding RFB 2019-05 to Miller Pipeline as the lowest, responsive and responsible bidder.

FUNDING SOURCE:  Water Fund, Waste Water Fund
ADDITIONAL FINANCIAL INFORMATION:Funding provided through Series 2019 Note and Water and Wastewater Division allocated funds in the FY 2019 Budget.  The Alachua West Water Infrastructure Improvement Area Fees and the Alachua West Wastewater Infrastructure Improvement Area Fees will be received to offset infrastructure costs.
