SUBJECT:  San Felasco Parkway Deed from the University of Florida Foundation to City

RECOMMENDED ACTION:

(1) Approve the Special Warranty Deed from the University of Florida Foundation, Inc. conveying to the City of Alachua the San Felasco Parkway Property;  and (2) Direct the Mayor to sign the formal acceptance on the Deed.

 

Summary

The City of Alachua, the State of Florida Department of Economic Opportunity and the Florida Department of Transportation executed Grant Agreement G 0031 on February 16, 2018 in the amount of $6,775,000 to fund the construction of The San Felasco Parkway utility and roadway project.

 

The 7300 linear foot Parkway is designed as and will be a divided roadway, landscaped, lighted, with sidewalks and connect County Road 241 and Progress Boulevard. The Parkway will serve a 280 acre undeveloped site contiguous to the Progress Park existing biotechnology and life sciences cluster of 35 businesses. Expansion of existing businesses and new employers from around the world are expected to bring more than 1,100 new jobs to the area.

 

Design, engineering and construction plans developed by consultants have formed the basis for a Project bid package and all land rights have been secured. The Deed to the roadway property was delivered to the City on March19, 2019 by the University of Florida Foundation, Inc., the roadway land owner, along with Drainage and Public Utility Easements on UFF contiguous property. Necessary Public Utility and Temporary Construction Easements were also received from one private affected land owner. The Deed and Map of Easement locations are attached..

 

All land rights were donated to the City. The Grantors continue to be responsible for all maintenance 

costs of easement property.

 

The matter before the City Commission is to accept the fully executed Special Warranty Deed from the University of Florida Foundation, Inc. for the San Felasco Parkway property and acknowledge receipt of easements necessary for the construction of the Project.
