SUBJECT:  RFB 2019-07 San Felasco Parkway Project Award

RECOMMENDED ACTION:

1) The City Commission finds O'Steen Brothers, Inc. (O'Steen) to be the lowest responsive and responsible bidder for RFB 2019-07 and also determines and finds that the maximum available funds to allocate for the construction of the project is $5,989,006.22 all of which are grant funds for that limited purpose.  Further, the O'Steen bid is in excess of the allocated and available funds amount.

 

2)  Authorize the City Manager to enter negotiations with O'Steen, and if negotiations are successful, enter into a contract for RFB 2019-07 for a price not to exceed the allocated and available funds amount of $5,989,006.22.

 

3)  Should negotiations fail with O'Steen, authorize the City Manager to continue negotiations with the next lowest responsive and responsible bidder, and if negotiations are successful, enter into a contract for RFB 2019-07 for a price not to exceed $5,989,006.22.

 

 

Summary

On February 25, 2019, the City solicited formal bids from qualified vendors to furnish all necessary equipment, supervision, labor, materials and incidentals to complete the San Felasco Parkway Project.

 

The City received funding through the Florida Job Growth Grant Fund in an amount of $6,750,000 to fund the project, including design, permitting, construction and inspection activities.  The amount available for construction is $5,989,006.22 as set forth in RFB 2019-07.

 

The City received three (3) bids in response to RFB 2019-07.  Qualified bids were received from:

 

Watson Construction Company, LLC in the amount of $6,415,581.00 (Base Bid) with a Deductive Alternate of ($151,250.00) and Voluntary Deductive Alternate ($103,950.00).

 

V. E. Whitehurst & Sons, Inc. in the amount of $9,048,600.00 (Base Bid) with a Deductive Alternate of ($100,000.00).

 

O'Steen Brothers in the amount of $6,274,787.33 (Base Bid) with a Deductive Alternate of ($137,500.00) and with a Voluntary Deductive Alternate of ($90,000.00).

 

Staff is recommending moving forward with negotiations with O'Steen Brothers as the lowest responsive and responsible bidder in an effort to reconcile the base bid with allocated and available funds.
