SUBJECT:  Phasing Schedule Adjustment for Savannah Station Phase 2 Preliminary Plat & Final PD Plan: A request by Daniel Young, P.E. of CHW, Inc., applicant and agent for Waco Properties, Inc., property owner, for consideration of phasing schedule adjustment for the preliminary plat and Final PD Plan for Savannah Station Phase II, which proposes the subdivision of a ±44.67 acre subject property. Portions of Tax Parcel Numbers 03980-002-001 and 03905-002-000

RECOMMENDED ACTION:

Staff recommends that the City Commission approve the alternative phasing plan for Savannah Station Phase 2. 

 

Summary

This application is a request by Daniel Young, P.E., of CHW, Inc., applicant and agent for Waco Properties, Inc., property owner, for consideration of a phasing schedule adjustment for the preliminary plat and Final PD Plan for Savannah Station Phase II.

 

The Preliminary Plat/Final PD Plan for Savannah Station Phase 2 was approved (4-0) by the City Commission on February 11, 2019. The plat showed the subdivision being developed in three subphases (2A, 2B, 2C). The applicant now desires to increase the number of subphases to five (2A-1, 2A-2, 2B-1, 2B-2, 2C). According to the applicant: "Savannah Station seeks a minor revision to its phasing plan shown on the preliminary plat. The minor revision is to facilitate more accurate phasing and construction to best suit market conditions and local market absorption.  This request presents no changes to the subdivision’s design, construction, and implementation and is fully compliant with the underlying adopted Land Use and Zoning".  The configuration and number of lots of the preliminary plat is not changing- the only difference is the number of subphases. Construction plans and final plats may be submitted for multiple subphases. 

 

The subject property consists of portions of Parcel Numbers 03980-002-001 and 03905-002-000, and is located north of Savannah Station Phase I and Pilot Forest subdivisions, west of the Shady Lane Acres unrecorded survey and Interstate 75, and east of NW County Road 235.

 

If approved, construction plans will be required to demonstrate that all public utilities can be provided for in an acceptable manner for each subphase. Once construction plans are approved, the application for Final Plat and Subdivider's Agreement will return to the City Commission for consideration.
