SUBJECT:  Resolution CRA 19-07: Relating to a Business Façade Grant Program Application submitted by Rick Robertson, applicant and property owner, for Project improvements to buildings located at 14911 Main Street and 14040 NW 148th Place

RECOMMENDED ACTION:

Staff recommends that the Community Redevelopment Agency: (1) Find the Business Façade Grant Program Application submitted by Rick Robertson  for improvements to buildings located at 14911 Main Street and 14040 NW 148th Place to be consistent with the Business Façade Grant Program Policies and Procedures; and, (2) Adopt Resolution CRA 19-07.
 

 

Summary

This application is a request by Rick Robertson, applicant and property owner, requesting the approval of a Community Redevelopment Agency (CRA) Business Facade Grant Application for Project improvements to the buildings located at 14911 Main Street and 14040 NW 148th Place.

The proposed Project improvements include:

  • Replacing four (4) awning covers on existing frames on each of the four (4) suites at 14911 Main Street;
  • Replacing one (1) door at 14911 Main Street, Suite 102; and,
  • Replacing one (1) awning cover on an existing frame at 14040 NW 148th Place.

The current occupants of the building located at 14911 Main Street include Julie's Pins and Needles and Amira Builders. A suite in this building is also used by the property owner as an office. The remaining suite is currently vacant, and was last occupied by Underground Fitness. The property owner has entered into a lease agreement with a tenant to occupy this space for use as an office. The building located at 14040 NW 148th Place was last occupied by Cloud K9 Grooming. The property owner has also entered into a lease agreement with a tenant to occupy this space for use as  an office. 

Resolution CRA19-01 established the Business Facade Grant Program (the Program) as well as the Program’s Policies and Procedures. The general purpose of the Program is to provide assistance to rehabilitate the facades of commercial buildings within the Community Redevelopment Area. In order to be eligible for the Program, projects must improve the aesthetics of the exterior façade of a commercial building and facilitate redevelopment consistent with the CRA Community Redevelopment Plan. Project improvements must also be compatible and complimentary to buildings located on either side of the street in the area surrounding the Project building.

To support that the Project meets the requirements of the Program Policies and Procedures, the applicant has submitted materials which depict the proposed design and colors of the awnings and door. 

The color of the awning cover at Julie's Pins and Needles will be "Seagrass Green" (see color swatches included with the application materials). The color of the remaining four (4) awning covers is black. The door of Suite 102 will be replaced with a "nine lite" door. A picture of the existing door and example of the proposed replacement door are included with the application materials. The new door will be painted red (no change in color).

Staff has reviewed the application and supporting materials submitted by the applicant, and finds that the application meets the requirements of the Business Façade Grant Program Policies and Procedures, including applicant and property eligibility; property and occupant requirements; project requirements; and the minimum requirements for applications and supporting materials. The application and supporting materials are attached to this agenda item.

Additionally, the Program Policies and Procedures establishes a Funding Priority Rating Sheet (the Rating Sheet). In order to be eligible to receive Program funding, a Project must receive a minimum of 30 points. Staff has reviewed and rated the Project improvements proposed by this application. Based upon Staff’s evaluation, the Project earned 45 points and is therefore eligible for participation in the Program. Staff’s rating for the Project is attached to this agenda item.

At the August 19, 2019 CRA Advisory Board Meeting, the Board voted 4-0 to find the application to be consistent with the Business Facade Grant Program Policies and Procedures and transmit the Application to the CRA with a recommendation to approve. Member Robertson recused himself from the vote due to his ownership of these properties for which he is requesting funds in this application.

The Program provides a 50% matching grant between $500 and $5,000 for actual Project costs. The total estimated Project cost is $4,694.11 therefore, the maximum grant award is $2,347.05.
