SUBJECT:  FY 2020 Compensation Plan

RECOMMENDED ACTION:

Approve the FY 2020 Compensation Plan, effective Feb. 3, 2020 for all positions, with the exception that the effective date for positions covered by the Fraternal Order of Police bargaining unit be Feb. 3, 2020 contingent upon acceptance by the bargaining unit.

 

Summary

The City of Alachua maintains a Compensation Plan that establishes job titles, salary ranges and job descriptions.  The maintenance  of the Plan is performed by the Human Resources Division.

 

The City retained the services of Evergreen Solutions, Inc. to perform a compensation evaluation.  The evaluation examined the City's job classifications, pay ranges, and Fair Labor Standards Act compliance, to ensure the City maintains parity with the regional employment market.  Furthermore, the work of Evergreen Solutions evaluated position titles and proposed revisions and additions. The proposed FY 2020 Compensation Plan includes adjustments recommended by Evergreen Solutions. 

 

Implementation of the Plan is recommended to be effective Feb. 3, 2020 to best align with payroll processes and provide the necessary time to effectively implement.  The implementation of the proposed Plan, with the revisions in pay ranges recommended by Evergreen Solutions, is estimated to have a financial impact of $45,000 for FY 2020.

 

Revisions to the the proposed Compensation Plan do not change the total number of full time equivalents for the City.

 

Human Resources strives to remain abreast of industry standards and adapt to the changing market to ensure the City remains competitive in the employment market. All proposed revisions are to this end.
