Summary The City Collective Bargaining Team consisted of Compliance and Risk Management Director G.B. Wilson, Police Chief Chad Scott and Human Resources Manager Donna Meyers. The third and final bargaining session was held on Sept. 16, 2019.
City proposals included modifications of Article 26.3 with the proviso that any and all increases be based on merit. No COLA is included. The City proposal, ratified by the Bargaining Unit on October 4, 2019, includes merit increases in all APD Bargaining Unit ranks and classifications of 2%, 3% or 4% (non cumulative and depending on merit score) to a maximum of 4% added to existing base, as well as Longevity Pay (Article 26.4) for all eligible bargaining unit members.
The City and the FOP also proposed changes and modifications to language throughout the 2018/19 Contract which were agreed to by both teams and are included and identified in the red-lined and strike-through (UL/ST) Contract version.
All Articles were agreed to by the City and FOP representatives, except for Article 26 Wages. The FOP announced it would get back to the City about a next session and the third (Sept.16) session was adjourned without a date certain to meet.
The City was informed by the FOP on Sept 27, 2019 that it would call and hold a vote of the APD Bargaining Unit on October 3 and 4, 2019 to present the last complete City proposal to the Unit. Two copies of the Contract in the final form as presented by the City were delivered to City on October 15, fully executed and certified as ratified by the FOP Bargaining Agent, Bargaining Unit Representative and Gator Lodge representative.
The Contract cost is within that approved by the City Commission adopted 2019/20 Budget
