SUBJECT:  Evaluation and Appraisal Based Amendments to Update the City of Alachua Comprehensive Plan for the Period 2019-2035 (Legislative)

RECOMMENDED ACTION:

Staff recommends that the Planning & Zoning Board find the proposed Comprehensive Plan Text Amendments to be consistent with the City of Alachua Comprehensive Plan and transmit such finding to the City Commission with a recommendation to approve upon making the following motion:

Based upon the presentation to this Board and Staff’s recommendation, this Board finds the proposed Comprehensive Plan Text Amendments to be consistent with the City of Alachua Comprehensive Plan and transmits such finding to the City Commission with a recommendation to approve.

Summary

A request initiated by the City of Alachua to amend various elements of the City of Alachua Comprehensive Plan 2013-2025 based on the Evaluation and Appraisal of the Plan pursuant to Section 163.3191 of Florida Statutes. Proposed amendments to the Plan include revisions to certain goals, objectives and policies and definitions in the following elements: Administration and Implementation, Future Land Use, Housing, Community Facilities and Natural Groundwater Aquifer Recharge, Conservation and Open Space, Recreation, Intergovernmental Coordination, Capital Improvements and Public School Facilities.

The amendments are for the purpose of: complying with changes in Florida Statute since the last EAR-based amendments were adopted in 2013; addressing any changes in local conditions; updating citations or removing outdated information; and providing clarification or improving implementation where needed.

This agenda item also includes a Data & Analysis Report, which provides information on population projections, demographic and economic characteristics, and land use and annexation information.
